Homicide Suspect Arrested in British Columbia

On Friday, January 25, 2007, Arthur Charles Carnes, IV was arrested in Langley, British Columbia by the Royal Canadian Mounted Police (RCMP). Carnes was arrested on an immigration warrant and remains in jail in Langley. Sacramento County Sheriff’s Homicide Detectives believe Carnes is responsible for the murder of Matthew Seybert. Seybert was reported missing on November 25, 2007; his body was found in Laguna Creek on December 8, 2007.

An exhaustive investigation by the Sheriff’s Department’s Major Crimes Bureau led investigators to believe Carnes was in the area of Vancouver, British Columbia. Detectives notified the RCMP who worked closely with Sheriff’s investigators and tracked Carnes to a home in Langley, where he was taken into custody without incident.

According to RCMP authorities, Carnes will face a deportation hearing, after which he will be escorted to the United States/Canadian border and released into the custody of Sheriff’s detectives for return to Sacramento. Carnes is facing the charges of murder and identity theft in connection to Seybert’s death. The deportation process is expected take a minimum of thirty days.
